It was the first official event as a World Championship for Deaf and Disabled.

At the congress were present representatives of 14 countries, the President of Federation Alexander Filimonov, vice-presidents Igor Mazurenko and Andrey Petrov and General Secretary Guzel Idrissova. During the congress very important issues were resolved, such as the athletes classification, work with World Anti-Doping Agency and local federations. Also were announced the basic conditions, the implementation of which contributes to the soonest entry into Paralympic Committee.

«We are pleased to welcome representatives of the teams at the first Congress of the World Federation of Armwrestling for Disabled. I very much appreciate the presence of each athlete here and do not quite understand those who did not come» - said the President of the Federation Alexander Filimonov. «We are starting a new stage of the armwrestling development, the outcome of which will be participation in the Paralympic Committee.

The General secretary Guzel Idrissova took the floor: "In the Federation we will use the rules of Paralympic Committee. Firstly, we classify athletes into four groups: two for athletes with disorders of the musculoskeletal system, one for the blind and one for the deaf. This classification complies with the Paralympic Committee and IWAS code».

Members of Congress have confirmed their willingness to cooperate with the Anti-Doping Cometee and accepted medical code. "In the future, we will develop specific applications that will literally force the athlete to abandon doping" - Guzel said. Anna Mazurenko was elected as a Head of Anti-Doping Committee of the Federation . "Federation should publish the list of banned drugs on its website and cooperate with local Paralympic Committees," - added Alexander Filimonov.

Federation’s Head Referee David Shad has been obliged to update the rules for disabled athletes arm wrestling. These rules will be published as a book before the European Championship for Disabled.

Igor Mazurenko informed about upcoming events planned by Federation. "Next year we will have three competitions. European Championship will take place in Bulgaria immediately after the championship for healthy athletes, the World Championship will take place in Poland in November after the the professional «Nemiroff» World Cup. The Federation will also take part in the World Wheelchair and Amputee Games in Sochi in September. "

During the congress many propositions from the local federations’ representatives were received. They all will be taken into consideration and will be worked out. Thus, by common efforts armwrestling for disabled is being moved to a new level.
